Ismail then strongly recommended that the Kapit District Council to participate in the coming state or national level convention on the 5S Quality Award organised by MPC
that is held every year.
Apart from that, he also advised the council to organise an outreach programme to other departments or schools to promote its activities, produce some feedback forms to asses the effectiveness of 5S practice and organise a visit to several successful agencies or ministries in implementing 5S practice in the state.
Upon arrival at KDC Building located at Jalan Panglima Balang here, Ismail was accorded a very warm welcome by members of the council staff led by its Secretary, David Upe at the ground Floor. Audit session,1 started at about noon till 3pm to all the six zones namely, Ikan Empurau (Administration) located at third floor, Ikan Semah (Public Health Section), Ikan Banta (Public Work) at second floor, Ikan Kulong (Enforcement), Ikan Tenggadak (Treasury) and Ikan Menggalan (Valuation section) located at first floor.
The assessment started with the auditing of all the documentations and followed by visiting all the 5S zones located at first, second and third floors.
Meanwhile, Council's Secretary David Upe said, apart from achieving high standard of performance and certification from MFC, the majority of the council staff members from various categories including management group, were able to work closely together as a team in the big family. Upe said he was happy for their readiness to cope up with new challenges ahead.
"Hence, with the certification of the 5S Practice in this council, we are committed to give quality services to the public and inculcating the spirit or culture of continuous improvement or 'kaizen' in order to give better services with the conducive, convenient and safe workplace," said David.
According to the Secretary, it took the council 23 months to achieve the 5S certification from MFC.
The 5S Practice concept was officially launched by Kapit District Council's Walikota, Philimon Nuing on April 25, 2008. Prior to the actual auditing, there was also a pre-audit by Mohd Rashid Kanchil from MFC Sarawak Region on 15-16 October 2009. The Steering Committee also made a study visit to Sibu Water Board in 2008 and Sibu Rural District Council last year on the implementation of 5S Concept or Practice.
5S concept or practice is one way to inculcate discipline among the workers or staffs in an organisation in implementing a high standard of housekeeping and cleanliness at workplace in a systematically manner.
It (5S) is derived from the acronym of five Japanese words stated from the letter 'S' like, Seiri (Sort), Seitom (Set in order), Seiso (Shine), Seiketsu (Standardised) and Shitsuke (Sustain). Apart from those, work areas must be safe and free of hazardous any condition.
