LEGAL SECTION

Section Head : Puan Siti-Ramah bt Hj. Shariff

As one of the supporting section, The Law Section is to provide guidance service and is an overall executive towards PBT, ammending laws to local authority, processing the new proposal of new rules which will be used by the local authority, to decide the policies used by the local authority and to check all the perundangan paperworks which involved all the local authorities in Sarawak. As for now, only City Council and City Municipal are having Law Staff for about 23 Local Authorities which are under KASKA. Besides that, this section is also responsible to do the administrative duties which involving KASKA.

Legal Jurisdiction

  1. To discuss with the Local Authorities about any issues which involved with the implementations of perundangan.
  2. Preparing suggestion papers for ammendment of old perundangan or an introduction of new rules for PBT.
  3. Preparing drafts and distribute them to the local authorieis and other agencies for feedback purposes.
  4. To process all the actions to improve Draft which will be checked by the State Attorney Main Office and further will be presented for approval by the State Government Meeting Council or by the Tuan Yang Terutama Dipertua Negeri and later been awarded.
  5. Processing the proposals of pembentangan new rules for PBT
  6. To scale awareness programme in the source of talk / courses / workshop / seminar for PBT as a law guide or an introduction to a new law.
  7. Memantau dan menilai implementasi di PBT.
  8. Preparing law advice for PBT and KASKA.
  9. To assist on checking law documents for PBT and contract document for PBT and for the 3rd Party.
  10. To check and refer on court cases which involved the PBTs to the State High Lawyer.
PUBLIC HEALTH SECTION

Section Head : Puan Siti-Ramah bt Hj. Shariff

1. Food Quality and Hygiene Control

a) Food Quality Control

  • Observing the monthly report which involved food ingredients sample which has been forwarded by PBT to ensure that all the food ingredients which is been sold within the PBT's territory is safe for used by consumers.
  • To ensure that action is taken if the sample taken are polluted.

b) Food Hygiene

  • To ensure that all PBT's are enforcing the rules available in "Standard Food Premises Grading System " which was launched in Miri in February, 2006.
  • To ensure that each PBT's are handing in their reports involving on the grading system to KASKA once in 3 months.

2. Kawalan Vektor dan Kawalan Penyakit Berjangkit

  • Observing to ensure that all PBT to submit their monthly report on all activities on anti dengue which has been carried out by Health Department and to deliver a copy of it to KASKA.
  • Co-ordinating activities of controlling and termination together with Health Department when dengue outbreak is occured.
  • Menghebah/menyalurkan dasar dan arahan daripada Jabatan Kesihatan berhubung tindakan-tindakan semasa berlaku wabak denggi kepada semua PBT
  • To co-ordinate all activities which is needed to be done by the PBT together with Health Jabatan and other agencies if the sickness such as Bird Flu (Avian Influenza), SARS, HFM, etc occurs.

3. Market and Hawker

  • To observe the maintenance level, cleanliness and activities carried out in markets.
  • To ensure that all prohibited activities are not been held in the markets.
  • To ensure that all peddling activities in PBT's area are always been monitored and controlled by the PBT themselves..

4. Solid Waste Management

  • To observe and to ensure that the management system and dismissal of solid waste is in perfect condition under all PBTs.
  • To assist the PBTs to get a new land for the purpose of rubbish disposal and at the same time to conserve the old disposal land
  • To Supervise the contracts between Sarawak Waste Management Sdn. Bhd. With the other 3 PBTs which are Kuching North City Hall (DBKU), Kuching South City Council (MBKS), and Padawan Municipal Council (MPP). All the contract works is been carried out by Syarikat Trienekens Sarawak Sdn. Bhd.

5. Liquid Waste Management

  • To ensure that the liquid waste management activities in all PBTs which is under KASKA are been carried out in a perfect condition.
  • To Supervise the same contract as in paragraph 4 (c) above.

6. Public Toilet

  • Observing and to ensure that all public toilets in PBT's territory are been managed properly and that all the toilets are clean and user friendly.
