In
the early 1970s, under the State Coalition Government, several
studies were made aimed to re-structure the Local Authorities.
The final outcome was that, the Local Authorities were assigned
with the new responsibilities: i.e, to provide infrastructures
and facilities for the people under it’s jurisdiction. The
responsibilities on Education and Clinic were then entrusted
to the Federal Government ( as these were Federal matters).
In addition, Local Authorities (District Councils) were entrusted
with the duties to maintain cleanliness and beautification
of their towns and bazaars. First and foremost was to provide
clean public toilets which previously were in great mess due
to lack of maintenance.
Somehow
or rather and probably due to the absence of a town, Sibu Rural
Dostrict Council then gradually began to embark on the responsibility
of providing and constructing minor feeder roads into the interior
parts of rural areas. This is an exceptional task. No other
Councils in Sarawak does this. But prior to 1990, this was the
only service that was provided (except for small Durin Bazaar),
and there were also no street lighting services. It was only
from 1990 onwards that scavenging services were eventually extended
to the rural areas, upon the completion of roads accessible
to reach certain parts of the interior. This was followed by
some selected strategic locations where street lightings were
then provided (i.e. at Ferry Points). In order to suit the present
demands and necessities required by the populace in our area,
the functions of Sibu Rural District Council since then have
been diversified as follows:
Through a close co-operation with the Divisional Health Department,
the Council is also deploying Health Inspectors to conduct constant
checking and routine inspection on personal hygiene and environment
cleanliness apart from assisting in the enforcement of various
Acts and other relevant Regulations enacted by the Government
through the Federal Ministry of Health. The Council’s law enforcement
officers through currently is understrength to oversee the huge
area, are also being deployed regularly particularly to strategies
places to ensure that the existing Local Authority Ordinance (L.A.O)
Cap. 117, all of the said L.A.O. directives and orders are being
respected, honoured and complied with accordingly.

RECREATIONAL FACILITIES AND PUBLIC AMENTIES

The much better outlook of the Multi Purpose Hall at Bawang
Assan after being improved.
2. PUBLIC LATRINE
At present, the council had constructed four (4) units of public
latrines repectively located at Sg. Relian, Sg. Nibong, Sg. Assan
and Sg. Bidut Ferry Points. Another new public latrine is
situated at Pradom Bazaar.
The
maintenance and cleaning of all public latrines have been contracted
out. As such, regular inspection is conducted by the Health staff
to ensure that teh contractor had performed his duties well in
keeping the latrines clean at all times in conformance with the
standard requirements of check list as formulated by the Council.

SCHOOL BEAUTIFICATION AND CLEANLINESS COMPETTION
- To
create an awareness and understanding amongst our students
on the concept of beautiful Environment, though planting of
decorative trees and flowers within their respective school
compounds.
- To
inculate an awareness amongst our student on the importance
of maintaining their school compunds clean, neat and tidy.
- To
transform out rural school compounds into a lovely, beautiful
and scenic environment through initiating creative ideas.
- To
portray and transform the image of out rural school from rural-like
with an urban-like features, beautiful and clean.

LONGHOUSE BEAUTIFICATION AND CLEANLINESS PROGRAMME
YB. Encik Tiong Thai King, Ahli Parlimen,
Kawasan Lanang Bitting the 'Gong' in conjunction with the launching
of Longhouse Beautification and Cleanlines Programme at Rb.
Nuang, Sg. Nibong
Objectives:

To
create an awareness and understanding amongst the longhouse
folks on the concept of beautiful environment through

the longhouse compound.

inculcate an awareness amongst our longhouses on the
importance of maintaining their longhouses compound
clean, neat and tidy.

To futher upgrade a clean, well-arrange and beautiful
longhouses compound.

further re-shape the geographical landscape of the SRDC
area of jurisdiction through providing basic infrastructures
evelopment and public facilities so as to encourage
more ecomnomic growth in line with the government policy
and the aspiration of the people.

To futher cultivate a harmonious culture amongst the
rural communities.

To
portray and transform the surrounding scenery of the
selected longhouses from rural-like to an urban-like
landscape, beautiful and clean.
-
Creating a competitiveness spirit and values amongst
the longhouse folks so that they will be more motivated
to upgrade the standard of their longhouses as the best
in Sarawak.
3.
CLEANING CAMPAIGN
Cleaning Campaign and Anti-Denggi Campaign organised by the
Council to woo the Public support and awareness on the control
of Dengue Fever and DHF outbreak at Durin Bazaar.
Cleaning
campaign is carried out from time to time aimed to create greater
public awareness to regularly keep their kampungs, longhouses
and towns clean, hygienic and beautiful. It is also an effort
being taken in compliance to the directive from the State Ministry
of Environment, urging the Council to curb and prevent the recurrence
outbreak of deadly Coxsackie B disease and Dengue Fever as was
experienced state-wide during the early year of 1997.
Series of cleaning campaigns which have been initiated were
carried out systematically and satisfactorily through a new
approach known as "self-motivated cleaning campaign". The approach
had successfully attracted members of the public who stay within
the cativity area to actively participate in the mass cleaning
exercises.
4.
FOOD HANDLER'S COURSE
The main objective of conduction this course is to impart a
related knowledge and creating more awareness amongst the Food
Handlers so as to practise a clean, sage and hygienic way of
preparing, handling and serving of food to ensure food served
to consumers are safe and wholesome for cosumption.
One session of Food Handler Course was jointly organiz\sed with
the Divisional Health Office which was conducted at SRDC Conderence
Room on 10.9.1997. A total of sixteen (16) participants (mostly
Food Handlers) trading along Engkili, Empawah, Ng. Salim and
Tg. Kunyit area were invited to attend this educational Course.
The Course was officiated by out Council Chairman, Cr. Vincent
Goh Chung Siong.

Modules
that were presented during the Course covered the subjects
like bacteriology, Personal Hygiene, Food Poisoning and Prevention,
Housekeeping and Equipments.
Certicate of attendance were thereafter given away to each and
every participant at the end of the Course.
5.
SCHOOL'S LATRINE COMPETITION
To
diversify and to upgrade another important aspect of cleanliness
in schools, Sibu Rural District Council through a close co-operation
with the Divisional Health Office, Siby had moved another step
forward and agreed to organise a School's Latrine Competition
for all schools under it's jurisdiction, a first of it's kind
in the calendar of SRDC.
Objectives:
-
It
is high time to inculcate in the mindset of the younger
generation the attitudenal value to love the latrines
and to regard latrine as a kind of rest room.
-
To promote the better and proper usages of the latrine.
-
To instill an awareness amongst the school children the
importance of keeping the school latrines clean at all
times.
