Sibu
Rural District Council was constituted and vested with an
executive powers on 1.1.1952, after initially undergoing
an experimental stage known as the Dayak Local Authority
from 1.1.1950 to 31.12.1951.
The then members of Sibu Rural District
Council were drawn from the area community leaders such
as Iban Penghulu, Ketua Kampung and Chinese kapita. Their
appointment were determined and decided by the Colonial
Government through a White District Officer until the year
1959.
Experimental
Election
The
first experimental election which was purportedly
conducted to elect Councillors was held in the year 1960.
Proven to be quite successfully, the method began through
the simple nomination of potential and popular candidates
representating various wards. Only head of the households
were eligible to cast their votes within each ward.
Cr. Datuk Amar Ling Beng Siew was
installed as the first elected Chairman from January,1960
until June,1963.
Sibu Rural District Council Councillors
re-elected amoungst themselves five members to sit int the
then 3rd Division Advisory Council.
The 3rd Division Advisory Council
again re-elected amongst themselves eleven representatives
to the State Legislative Assembly.
Early
Establishment
Another
election of Councillors was held in 1963, shortly before
the formation of Malaysian.
Cr. Wong Kwong Yu was installed as
the Chairman of Sibu Rural District Council in July,1963,succeeding
Cr. Datuk Amar Ling Beng Siew.
Review
and Restructure
Studies
were made in 1970's by then State Coalition Government headed
by Datuk Leo Moggie to restuctere the function and services
of the Local Authorities in Sarawak and Sibu Rural District
was eventually affected. The
Chairman and Councillors were no longer elected through
election process, but were appointed by the State Coalition
Government.
Encik Abang Maimon bin Hj. Nawawi
was then installed as the Chairman of Sibu Rural District
Council on 1.11.1981 until 9.5.1983.
Intergration
of Management
The
State BN3 Government then began to adopt a new approach
by appointing a local politican to head SRDC organisation.
Encik Jawan Empaling, the then member
of Council Negeri for Dudong Constituency was sworm as the
first appointed politican to the post of SRDC Chairman on
15.7.1987.
