Generally, Sibu Rural District Council is divided into two integrated management layers:

1. Honourable Councillors (Policy Makers)

Headed by the honourable appointed Chairman and supported by a team of 25 appointed members drawn up from various political parties.

2. Staff (Policy Implementors)

Headed by the Council's Secretary as the Chief Administrative Officer, and supported by staff under his administrative command.

THE MANAGEMENT
 
 

FUNCTIONS OF VARIOUS STANDING COMMITTEES AND MEMBERS:
 

Development Planning, Finance & Resource Management
i) General Financial Control
ii) Estimates of Revenue & Expenditure
iii) All matters related to Rating & Valuation.
iv) All matters related to Loan & Investment
v) All matters related to all kinds of funds
vi) All matters related to Human Resources Development & Management
vii) To initiate study, evaluate and decide on feasibility study of any development projects (including on Council's alnds and buildings).
viii) Responsible for all town and country planning
ix) To co-ordinate and consider all development projects
x) To acquire or consider the acquisition of all moveable an immoveable properties
xi) All matters related to Councul's asset usage and management
xii) All matters related to Organizational Development and ICT

Standing Committee For Environment & Public Health

i) General Public Health and Environmental matters
ii) All matters related to refuse collection and disposal
iii) All matters related to cleanliness and sanitation including maintenance of public conveniences such as markets, stalls, public latrines, tamu and commercial centres.
iv) All matters related to solid waste management
v) Maintainance of sewage and sewerage system
vi) All matters related to food sanitation and quality control
vii) All matters related to vector control and disease prevention
viii) All matters related to health education

Standing Committee For Public Works & Building

i) All matters related to housing estate including unauthorized structures and the issuance of statutory notices.
ii) Maintainance of drains, road verges, children playground, public grounds (including open spaces) and landscaping
iii) To consider the issuance of Occupational Permit
iv) To consider building and road plans which conform to Council's regulations.
v) To compile, co-ordinate and consider all requests for maintenance assistance.
vi) To monitor the construction and maintenance of Council's buildings, roads, carriage ways, bridges, jetties, plankwalks, culverts, drains, retaining walls, footpaths, steel pontoons and pedestrian overhead bridges.
vii) Matters related to street lightings, traffic lights and road sign including regulation of traffics.
viii) To supervise the implementation of all public works
ix) To consider and adopt works specifications and tender documents for all public works.
x) Administration of Building Ordinance

i) Review and revise of existing Council's By-Laws and Standing Orders
ii) Study and recommend improvement to existing Ordinance, Regulations and other relevants laws
iii) Drafting of new By-Laws as and when necessary.
iv) Enforcement of all relevant Acts, Ordinance, Regulations and By-Laws
v) Control of advertisement including billboards, posters and banners.
vi) All matters related to licensing and control of all types of business under the Council's By-Laws and Ordinances including compiling, consider, interview and approving licence applications, suspension and revocation of licence relating to trading licence for shops, markets, tamu, hawker, nntive village shops, etc.

Standing Committee For Public Services & Tourism

i) To consider and naming of roads and housing estates.
ii) To plan and implement Council's beautification programmes such as landscaping, nusery, parks, gardens, recreational centres, playgrounds, cultural and other amenities
iii) To organize cleanliness competition within Council's jurisdiction.
iv) To plan and implement Council's community programmes such as Longhouse Beautification Programme, Residential and Commercial Cleanliness Competition
v) To plan, organize and promote all social and tourism related activities approved by the Council
vi) To conduct feasibility study on new tourism product that can be further developed
vii) To promote SRDC services, functions and responsibilities to the public.
viii) All matters related to educational programmers, exhibitions, civic assembly, study visit/ tour, social gathering
ix) All matters related to library and library services

i) To call for, open, evaluate, accept or reject tenders including tenders for public works, public health and administration.
ii) To conduct interview on participating/successful tenderer in accordance with regulations issued by the Ministry
iii) To compile, accept, suspend or drop listed contractors and/or suppliers from the Council's list. The contractor or supplier so suspended or dropped from Council's list shall be automatically disqualified from participating in any Council tender or quotation until the disqualification is annulled by this Committee.
iv) To consider and comply with all other relevant matters and factors as quired under the Local Authority Financial Regulation 1997
